About this opportunity
The U.S. Fish and Wildlife Service is procuring 12,000 tons of Florida Department of Transportation (FDOT) approved road base material for St. Marks National Wildlife Refuge. The material will be used for road rehabilitation covering approximately 16 miles of Refuge roads 122 (sections C, D, E, and F), with contractors required to deliver and tailgate spread the material to a 4-6 inch depth. A critical requirement mandates that all road base material must originate from within approximately 100 miles of the delivery location to prevent invasive species contamination, and contractors must provide a written statement confirming their understanding of FDOT road base standards and sourcing requirements. The government will evaluate offers based on technical acceptability and price, with vendors required to submit their pricing and CAGE code via email to Robert_Sung@fws.gov with the subject line "140F0S25Q0031 - FL Road Base." The current response deadline is August 22, 2025, at 7:00 AM Pacific Time, following multiple amendments that extended the original deadline.
This opportunity is designated as a 100% small business set-aside under NAICS code 212319 (Other Crushed and Broken Stone Mining and Quarrying) with a size standard of 550 employees. The contract requires delivery of 6,000 tons beginning September 1, 2025, and an additional 6,000 tons starting October 6, 2025, with the overall performance period extending through October 31, 2025. Contractors must provide a minimum of 5-10 wheeled dump trucks daily to deliver approximately 25 loads per day, though more than five trucks are acceptable and encouraged, with the specific restriction that dump trailers (semi-trucks with dump trailers) are not permitted. The work will be performed at St. Marks National Wildlife Refuge in Florida, with a U.S. Fish and Wildlife Service equipment operator on-site to oversee the project. No incumbent contractors or specific award values are identified in the solicitation documents.
