About this opportunity
The Department of the Interior Fish and Wildlife Service seeks quarterly inspection, testing, preventative maintenance, repair, and supply delivery services for the water treatment plant at Arthur R. Marshall Loxahatchee National Wildlife Refuge near Boynton Beach, Florida, with proposals due July 24, 2026. This is a full and open competition Blanket Purchasing Agreement under NAICS 221310, Water Supply and Irrigation Systems.
Place of performance is 10216 Lee Road, Boynton Beach, Florida. The BPA has a lifetime authorization limit of $250,000 with a not-to-exceed call limit of $25,000 per order and individual field station personnel limit of $2,500 per call; minimum call value is $1.00. The period of performance runs from July 7, 2026, through July 6, 2031, with options to extend. The contractor must perform quarterly inspections and preventative maintenance on all water treatment plant components except high service pumps; deliver 30 gallons of 10% NSF 60 certified chlorine and 1,520 pounds of NSF 60 certified solar salt quarterly; complete repairs needed to restore operational status (excluding high service pumps), providing minimum three pricing options for non-routine repairs when feasible; and submit written communication to Refuge personnel after each site visit. Work hours are 8:00 AM to 4:00 PM Monday through Friday, excluding federal holidays unless emergency repairs are required. The contractor must furnish all personnel, equipment, supplies, tools, and materials; maintain effective quality control with designated technicians; and ensure employees possess valid State of Florida credentials. Key personnel include a contract manager and dedicated water treatment plant maintenance technician, both available during business hours. Site visits are mandatory on July 9, 13, and 15, 2026. Evaluation weighs technical experience and capacity with water plant maintenance services, technical approach with narrative procedures, management plan with key personnel identification, and past performance significantly more than price. Offerors must be registered and active in SAM.gov with a valid Unique Entity Identifier prior to award. Prevailing wage rates for Palm Beach County, Florida, apply.
