About this opportunity

The United States Department of Agriculture, Animal and Plant Health Inspection Service is seeking quotations for three factory-new fixed-wing turboprop utility aircraft through Request for Quotation (RFQ) solicitation number 12639526Q1153831. The aircraft will be used by the Plant Protection and Quarantine program for sterile fly dispersal operations related to fruit fly control and eradication efforts. Key requirements include FAA certification, a minimum range of 1,000 nautical miles, at least 250 cubic feet of cabin space, an aft cargo door, current industry-standard avionics, air conditioning, and the ability to accommodate interior machinery weighing 600 pounds. The contract will be awarded on a best-value basis considering price, past performance, and technical capability as evaluation criteria. All quotations must be received by 5:00 p.m. CDT on March 11, 2026, submitted via email to Amanda Barbosa at amanda.barbosa@usda.gov, with all vendor questions also directed to that contact by the same deadline.

This is an unrestricted acquisition with no small business set-aside, allowing all responsible sources to submit quotations for consideration. No incumbent contractors or award value ranges are identified in the solicitation materials. The procurement calls for delivery of all three aircraft within one year of order receipt, with inspection to occur within 14 days of vendor notification at the contractor's facility prior to delivery to Moore Air Base in Texas. Contract financing is available allowing installment payments of up to 70 percent of the aircraft price divided over 11 monthly payments. The contractor must also provide training for two licensed pilots and one mechanic with Airframe and Powerplant (A&P) licenses for each aircraft, along with standard warranty terms consistent with commercial practice.
