Fixed Wing Turboprop Utility Aircraft
PART 1.0 – THE SCHEDULE OF ITEMS
Item No. Description of Item Unit Quantity Unit Price Total Amount
0001 Fixed Wing Aircraft in accordance EA 3 $_________ $_________ with Statement of Work
PART 2.0 STATEMENT OF WORK
A. Background The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Services (APHIS), Plant Protection and Quarantine (PPQ) provides aerial application for the control and/or eradication of destructive plant pests to reduce damage to agricultural crops.
Fruit Flies are occasionally transported inadvertently across our borders and introduced into the environment of the United States by numerous means. These flies come in on various fruits and vegetables in various stages of their life cycles. If allowed to exist in the environment, they could cause millions of dollars in damage and have a significant impact on international and interstate trade. The female flies lay upwards of 300 eggs in over 250 varieties of fruit and vegetables during their lifespan. The utilization of the Sterile Insect Technique (SIT) along with spray applications of pesticides is the only current safe solution to this problem. Consequently, the Secretary of Agriculture is committing resources to continually introduce sterile fruit flies into areas that have historically been prone to numerous introductions.
To support an immediate need for increased mission capacity, USDA APHIS will acquire three additional fixed-wing aircraft that can house the sterile fly dispersal machine and fly at speeds which will not damage the flies while dispersal is in process.
B. Scope of Work USDA, APHIS, PPQ program intends to procure three fixed wing utility aircraft suitable and capable of releasing sterile insects.
C. Contract Type and Term The government is awarding a firm, fixed-price, commercial supply purchase order under FAR Part 12 procedures.
