About this opportunity

The Naval Sea Systems Command (NAVSEA) is conducting market research for the Fitting Out Availability (FOA) and Post Shakedown Availability (PSA) for USS BOUGAINVILLE (LHA 8) at Norfolk, VA. This procurement seeks comprehensive engineering, planning, and management services for ship availability periods, classified under NAICS code 336611 (Ship Building and Repairing) with a size standard of 1,300 or fewer employees for small businesses. Interested parties must submit capability statements by 1400 Local Time on June 27, 2025, including company identification, business size classification, proposal interest, and detailed technical capabilities addressing organizational resources and project management experience. The government will evaluate responses based on three criteria: capacity to provide efforts consistent with the scope and scale described, ability to secure and apply necessary financial, human capital, and technical resources, and capability to implement successful project management including schedule compliance, cost containment, and risk mitigation. The anticipated RFP release is scheduled between Q4 FY 2025 and Q1 FY 2026, subject to change without notice.

No set-aside designation has been predetermined, as the government will determine the procurement method based on market research responses, potentially resulting in either a small business set-aside or full and open competition. No incumbent contractors or current service providers are mentioned in the sources sought notice. While specific contract values are not disclosed, the scope involves substantial labor requirements with an estimated 400,000 labor hours for the FOA spanning 20-24 weeks and 300,000 labor hours for the PSA spanning 12-20 weeks. The labor composition includes diverse trades with program management representing 20% of the workforce, pipefitters 16%, welders 11%, and electrical/electronic workers 10% of the total effort. Contractors must demonstrate capability to accommodate an 855-foot vessel and provide necessary production shops, secure storage facilities, and compliance with specific technical and safety standards. The combined 700,000 labor hours across both availability periods represents a significant industrial undertaking requiring substantial shipyard infrastructure and workforce capacity.
