About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), specifically through its Office of Marine and Aviation Operations, Platform and Infrastructure Acquisition Division, issued a Request for Information (RFI) on March 12, 2026, regarding Fisheries and Coastal Science Uncrewed Marine Systems. This Special Notice invites market research responses on commercially available or near-commercial uncrewed marine surface vessel solutions. The RFI is entirely voluntary with no obligation for NOAA to award a contract or reimburse respondents for their submission costs. Respondents must submit their information by April 2, 2026, and should clearly mark any proprietary information included in their responses. This notice represents NOAA's effort to evaluate existing technological capabilities in the uncrewed marine systems market.
NOAA seeks information on uncrewed marine systems capable of supporting living marine resource assessments and environmental monitoring missions, with specific operational requirements including 235 days per year at sea, mission durations up to 21 continuous days, and performance through Sea State 4 conditions. Required capabilities encompass ocean and coastal biomass and bottom mapping using sonars, water column profiling for CTD data collection, environmental monitoring for ocean acidification, and surface/midwater/seafloor parameter sampling, with emergency response capabilities for natural and man-made disasters. Respondents must submit limited 25-page responses that include company information, UEI and SAM registration confirmation, NAICS codes, socioeconomic status certifications, applicable government contracts, and descriptive literature on capabilities and previous performance. All contractors interested in responding must be registered in the System for Award Management (SAM) and should address system performance characteristics including acoustic systems performance, underwater radiated noise, communications, navigation, maintenance, and logistics support. NOAA reserves the right to schedule vendor meetings with the Contracting Officer to prevent competitive disadvantage among respondents.
