About this opportunity
The Bureau of Indian Affairs (BIA), Navajo Regional Office (NRO) within the Department of the Interior has published a Notice of Intent to Award a Sole Source Contract for First Aid and CPR training services. The agency intends to award a firm-fixed price contract to Flagstaff Field Institute, Inc., a non-Indian owned small business, for Wilderness First Aid and CPR training. The training will be provided to Firefighters, Range Technicians, and Natural Resources field staff at the remote office location in Fort Defiance, Arizona. This procurement falls under NAICS code 611710 (Educational Support Services) with a small business size standard of $24 million. The contracting is being pursued under FAR 13.106-1(b) authority for soliciting from a single source.
The purpose of this sole source award is to provide specialized wilderness first aid training that offers nationally recognized certification to BIA field personnel in a remote location. The BIA has determined that Flagstaff Field Institute is uniquely qualified as the only company specializing in Wilderness First Aid that can provide the required certification and will travel to the remote Fort Defiance location. Potential alternative vendors who believe they can provide comparable services must submit a capability statement and pricing information by September 2, 2025, at 12:00 PM Pacific Time to Contracting Officer Brian Roberts at brian.roberts@bia.gov. The notice explicitly states that this is not a request for competitive proposals and that no solicitation is available. Companies must demonstrate they can provide wilderness first aid training with national certification and serve the remote Arizona location to be considered as an alternative to the intended sole source award.
