SYNOPSIS
ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM (SF) 330, ARCHITECT-ENGINEER QUALIFICATIONS, IS CONTAINED HEREIN. THERE IS NO SEPARATE REQUEST FOR PROPOSAL (RFP) PACKAGE TO DOWNLOAD.
This UNRESTRICTED, FULL AND OPEN Procurement is for Architectural and Engineering Services required for a Stand-alone Contract for 100% Design Services for two (2) projects P100 (Nuclear Power Operational Training Facility) and P99 (Nuclear Power Operational Support Facility) located on Joint Base Charleston, South Carolina as described below.
Project Description:
The required design will include the design of two (2) projects P100 (Nuclear Power Operational Training Facility) and P99 (Nuclear Power Operational Support Facility).
P100 is currently planned for FY14 construction award and P99 is currently planned for FY15 construction award. The anticipated design start is AUG 2012 for P100 and AUG 2013 for P99.
P100 Nuclear Power Operational Training Facility:
Provide multiple facilities to support training, Command functions, Moored Training Ship (MTS) special utility systems, warehousing, berthing and security within the Controlled Access perimeter. The new Training Support Building TSB-2 will be approximately 91,000 SF and is to be located within a significant explosive safety arc which requires a concrete hardened building shell with no fenestration. The remainder of the TSB-2 will consist of steel framing, built-up roofing system and a pile foundation to support student training classrooms and high bay simulation training, professional offices, staff and student support spaces, storage and off-hull support areas (MTS utility services).
The berthing pier extension (approximately 12,000 SF) will include concrete deck, pile caps and piles, mooring systems, deck equipment, and mechanical, electrical and fire protection utilities to support a third Moored Training Ship (MTS). The Security Area Entry Point (SAEP) will be a concrete hardened shell building approximately 9,000 SF with no fenestration, built-up roofing, steel framing, concrete piles, security fencing and vehicle inspection facilities including sally port to provide interior and exterior screening facilities and guard posts into the controlled access area. Bldg #43, (2,400SF) a low occupancy facility which must be relocated outside of the TSB-2 footprint, will be constructed of a steel frame, pile foundation and metal wall and roofing systems to support parts storage at the waterfront.
Built-in equipment for TSB-2 includes freight/passenger elevators, off hull support systems (compressed air, steam generator blow down collection, marine de-ionized water for submarine support, and controlled pure water), overhead crane rail supports, and storage tanks.
Emergency generators are required for TSB-2, the pier extension and SAEP. Defense Fighting Positions are required at the pier extension, TSB-2 rooftop and SAEP. The SAEP includes personnel turnstiles.
Special building features include blast hardened roll-up doors on TSB-2 and hardening of the exterior shell of TSB-2 and the SAEP due to being an inhabited building inside an explosive safety arc.
Special construction features include a survival mooring system (concrete pile and pile and chain) to secure the MTS during hurricane conditions, and a temporary mooring system provided for the relocation of the IX-516 training barge in the south pier basin. Upon completion of TSB-2 all IX-516 functions will be transferred to the newly constructed TSB-2 and the IX-516 will be removed.
Dredging and dredge disposal is required for the pier extension. The SAEP includes both passive and active K-12 vehicle barriers.
Site preparation includes site clearing, fill to meet flood plain elevation requirements to survive the Pinopolis dam break and general preparations for construction. Additionally, there will be approximately 1,200 new parking spaces added that have an impact to existing wetlands thus requiring a mitigation plan.
Special foundation features include piles under TSB-2, SAEP and Bldg 43 warehouse. Thickened concrete foundation is required under training simulators in TSB-2.
P099 Nuclear Power Operational Support Facility:
Provide multiple facilities to support training, Command functions, and warehousing.
The new P99 Training Support Building (TSB-2A) will be approximately 90,000 SF and will be located next to the P100 Training Support Building (TSB-2).It will also be located within a significant explosive safety arc which requires a concrete hardened building shell with no fenestration. The remainder of TSB-2A will consist of steel framing, built-up roofing systems and a pile foundation to support student training, professional offices and production spaces. Renovations will occur to the existing Training Support Building (TSB-1) which is approximately 74,000SF in the form of wall reconfigurations, revised mechanical, electrical and fire protection systems and general building upgrades to support student training and staff and student support spaces.
Special building features include blast hardened roll-up doors on TSB-2A and hardening of the exterior shell of TSB-2A due to being an inhabited building inside an explosive safety arc.
