About this opportunity

The Department of the Air Force Air Combat Command is procuring parts and repair services for an in-frame overhaul of a Detroit Diesel engine in a 2002 Oshkosh TI3000 Fire Fighting Truck at Seymour Johnson Air Force Base. The critical repair work must be performed by Detroit Diesel authorized service providers within a 100-mile radius, such as Velocity Truck Centers or Clarke Power Services Inc., using certified diesel mechanics with extensive experience servicing Detroit Diesel Series 92 engines. The comprehensive rebuild includes replacing multiple engine components including cylinder kits, injectors, cylinder heads, thermostats, gaskets, springs, filters, and all necessary engine fluids, with the contractor providing a 1-year warranty for parts, labor, and workmanship. The work is time-sensitive to prevent the Fire Department's Crash Support water capability from deteriorating from "Yellow" to "Red" status. Questions regarding the solicitation are due by August 19, 2025 at 12:00 PM EDT, with proposals due August 21, 2025 at 12:30 PM.

Despite the solicitation notice indicating "No Set-Aside Used," the government files reveal this is actually designated as a Women-Owned Small Business (WOSB) set-aside contract. The total contract value is listed at $9,000,000, though this appears to be a maximum ceiling rather than the expected award value for this single engine overhaul project. The contract is structured as a firm fixed-price arrangement with three primary line items covering parts, labor, and freight for parts. Performance is scheduled from September 1, 2025 through December 31, 2025, with all work to be completed at Seymour Johnson Air Force Base in North Carolina. The contract falls under NAICS code 811111 for automotive mechanical and electrical repair and maintenance and PSC code J023 for maintenance and repair of ground effect vehicles and motor vehicles.
