About this opportunity

The Department of the Air Force Air Education and Training Command is seeking to lease an Aircraft Rescue Fire Fighting (ARFF) vehicle for Laughlin AFB in Del Rio, Texas. The solicitation (FA3099-25-Q-0002) requires a firefighting vehicle with specific technical specifications, including a 4x4 chassis, minimum 1500 gallons water capacity, 200 gallons foam capacity, and an 8-cylinder diesel engine. The procurement will follow a Lowest Price Technically Acceptable (LPTA) evaluation method, with a response deadline of February 21, 2025. Contractors must submit a lease agreement and detailed vehicle specifications, and be prepared to deliver the vehicle within 30 days of award. The solicitation explicitly notes that current funding is not available, and the government reserves the right to cancel the solicitation at any time.

The contract is set aside exclusively for small businesses under NAICS category 532490 for commercial equipment rental and leasing. The initial lease period will be four months, with two additional four-month option periods available, effectively creating a potential 12-month engagement. The vehicle must be delivered to Laughlin AFB Fire Department with 100% maintenance responsibility, and any vehicle downtime for repairs cannot exceed three days. The lease will be FOB Destination, meaning all delivery costs and risks are borne by the contractor until the vehicle is accepted at the destination. Contractors must also comply with specific security requirements, including immediate reporting of suspicious activities and adherence to Air Force information security protocols. The estimated base period for the lease runs from March 7, 2025 to July 6, 2025.
