About this opportunity

The United States Coast Guard is conducting market research through this Sources Sought notice for preventative maintenance, inspection, and testing of fire protection systems at the Coast Guard Academy in New London, Connecticut. The contractor must provide all necessary equipment, labor, materials, tools, supervision, and transportation to service and maintain sprinkler systems, standpipe systems, backflow prevention devices, fire pumps, and fire hydrants across the Academy campus. Key requirements include Connecticut F1 Unlimited Contractor licensing, compliance with current NFPA 25 standards and applicable codes, and the ability to provide 24-hour emergency service with a four-hour response time for critical system failures. Evaluation will be based on a submitted Maintenance Approach, sample test and inspection reports, and a Rough Order of Magnitude cost estimate. The Sources Sought notice was posted January 28, 2026, with responses due by February 18, 2026; this is market research only and does not constitute a formal solicitation or binding commitment.

This procurement is designated as a Total Small Business set-aside, and the Randolph-Sheppard Act establishes priority consideration for proposals from State Licensing Agencies and their blind vendors. No incumbent contractor is identified in the available documentation. The contract will be structured as a base period plus four-year option with funding for service calls and repair work obligated on an as-needed basis, though specific budget ranges are not disclosed in this Sources Sought phase. The Coast Guard Academy maintains 20 wet sprinkler systems, 4 dry systems, 20 standpipe systems, and 20 backflow prevention assemblies across 22 buildings, requiring quarterly and annual sprinkler inspections, monthly and annual backflow device inspections, weekly fire pump testing, annual fire hydrant flow testing, and semi-annual dry system maintenance. Work is expected to be performed Monday through Friday, 7:30 a.m. to 4:00 p.m., excluding Federal Holidays and special events, with reports submitted within ten calendar days of completion for most activities.
