About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base is seeking a small business contractor to perform annual fire hose testing services for its fire department. The solicitation (FA860125R0017) requires comprehensive inspection and testing of up to 35,000 feet of firefighting hoses ranging from 1" to 5" in diameter and 40 nozzles, in accordance with National Fire Protection Association (NFPA) Standard 1962. Proposals will be evaluated based on two primary factors: technical capability (including regulatory compliance and prior experience) and total price, with award going to the responsible offeror submitting the lowest total evaluated price that receives an "Acceptable" technical rating. Electronic proposals must be submitted via email to micah.parsons@us.af.mil by 10:00 AM EDT on April 25, 2025, with a single email not exceeding 5 megabytes. The government reserves the right to award without discussions or make no award at all, depending on proposal quality and price reasonableness.

The contract is a total small business set-aside under NAICS code 561210 with a $47 million size standard, covering a base 12-month period with four additional 12-month option periods. Testing will occur in June and July at Building 30146, Area A, Fire Station 1 in Wright Patterson, Ohio (45433), with the contractor responsible for removing hoses from vehicles/storage, performing comprehensive inspections, testing, replacing gaskets if needed, and providing detailed written and electronic testing records. The solicitation includes five option line items for fire hose testing to be completed over two days each year from June 2025 through June 2030, using a firm fixed price arrangement. Specific testing requirements include inspecting 16 different hose configurations ranging from 1 to 5 inches in diameter and 5 to 100 feet in length, with total section counts varying from 1 to 88 sections and total lengths from 20 to 8,800 feet across different hose types.
