About this opportunity

The U.S. Department of Transportation, Federal Transit Administration (FTA) is seeking vendors to provide financial management oversight (FMO) review services to assist with independent financial assessments of FTA grant recipients of various sizes. The primary objective is to ensure that FTA can fulfill its Congressional mandate to conduct independent financial assessments and verify that grantees maintain sound financial management systems and adequate internal controls for managing federal funds. The FTA is issuing this Request for Information (RFI) and Sources Sought Notice to identify qualified contractors capable of delivering comprehensive oversight services across multiple categories, including full-scope system reviews, follow-up reviews, cost allocation assessments, and technical assistance to recipients. Contractor responses will be evaluated based on relevant past performance from the last three years, corporate experience demonstrating similar work in nature and complexity, appropriate labor categories with qualified personnel, and specific capabilities to execute the Statement of Work requirements. The deadline for submitting technical capability statements is March 13, 2026 at 12:00 noon Eastern Standard Time, with responses limited to 15 pages in Times New Roman font, size 12, submitted electronically to the designated contract specialists.

This is a Total Small Business set-aside opportunity, limiting competition to certified small businesses under NAICS code 541611 or 541211. The anticipated contract structure consists of a one-year base period with four one-year option periods, indicating a potential five-year performance timeline. Staffing requirements specify six distinct labor categories including Principal/Partner positions (CPA with 7+ years transit financial experience), Senior Managers (CPA with 5+ years), Transit Financial Analysts (Bachelor's degree with 5+ years transit experience), Senior Accountants (CPA with 3+ years), Staff Accountants (Bachelor's degree with 2+ years experience), and Administrative Assistants. The Statement of Work outlines 13 Contract Line Items covering program management, special assignments, financial management oversight reviews, resource manual updates, corrective action support, workshops and training delivery, and other direct costs and travel. The RFI explicitly states that no award will be made from this response phase, as the submission is intended for market research and planning purposes only to inform the subsequent formal solicitation.

Notice text

The United States (U.S.) Department of Transportation, Federal Transit Administration (FTA) is seeking vendors to assist with financial management oversight reviews (FMOs) concerning recipients of various sizes as further described in the attached Statement of Work (SOW).  FMO services ensure that FTA can continue to discharge its financial management oversight responsibilities. This effort facilitates FTA compliance with Congressional direction to conduct independent financial assessments. FTA is charged with assisting the recipient community in meeting a high level of financial capacity needed to implement new start projects. Further, FTA requires assurances that grantees have sound financial management systems and adequate internal controls to manage the Federal funds.
