About this opportunity

The U.S. Securities and Exchange Commission is conducting a sources-sought notice for a Financial Data Sources subscription, with responses due by 3:00 PM EDT on September 16, 2026, and question submissions due by 3:00 PM EDT on August 31, 2026.

The SEC strongly prefers a Commercial Off The Shelf (COTS) subscription and will not accept proposals requiring development. The agency seeks a single provider capable of delivering interoperable datasets through a consolidated platform with unified interfaces, though alternative commercial data sources meeting full requirements will receive consideration. All identified datasets are designated mission-critical and will support market supervision, economic analysis, rulemaking, risk-based examination planning, enforcement, and investigation activities.

The requirement encompasses three delivery models: data accessible via the Wharton Research Data Services (WRDS) platform, delivered data on SEC servers, and data delivered via vendor platform. WRDS-accessible data includes I/B/E/S Estimates and Guidance, U.S. Earnings Consensus Surprise Data, Insider Filing Data, Mutual Fund Ownership and 13F Ownership data, and Dealscan. Delivered data includes the Lipper Hedge Fund Database. Platform-based data encompasses Financial Transactions Databases covering equity and debt new issues, global mergers and acquisitions, and private equity; Financial Time Series and Economic Information Data including global equities, indices, bonds, economic indicators, and foreign exchange rates; Standardized Financial Statement and Financial Ratio Information; and Market and Company Data including SEC filings, equity research reports, and company financial and governance information. User seats total 550 on the platform plus one SDC Platinum ALL user, with smaller groups for WRDS and delivered data. The SEC prefers broad geographic coverage and will favorably consider enhancements such as entity resolution, ownership transparency, relationship mapping, and workflow automation.

Responses must include a three-page summary with company information and SAM UEI, a 15-page capability description, completed Requirement Matrix Checklists and Questionnaire (Attachment 2), and a Price Estimate Spreadsheet (Attachment 3) with Base Year pricing (anticipated start March 2027) and four Option Years. Pricing must be submitted by category with supporting notes. SEC responses to vendor questions were posted on September 2, 2026.
