About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) intends to award a noncompetitive purchase order to Monterey Bay Aquarium Research Institute (MBARI) for customization, enhancement, and delivery of three Filtering Instrument for DNA Observations (FIDO) eDNA sampling systems, with responses due by September 10, 2026. NOAA asserts sole-source justification, citing MBARI's exclusive capability to immediately provide the required instrumentation and development; alternative solutions would require significant development resources and cause unacceptable project delays.
The procurement encompasses development of an automated multi-sampler module compatible with FIDO, acquisition of three complete systems equipped with these modules, and delivery of Standard Operating Procedures and technical training. Each system must incorporate at least three sampling channels capable of drawing from Niskin bottle samplers and/or multiple bulk sample sources. Delivery is required no later than September 25, 2028.
Work involves NOAA's Pacific Marine Environmental Laboratory (PMEL), Great Lakes Environmental Research Laboratory (GLERL), and Atlantic Oceanographic and Meteorological Laboratory (AOML). The award will be made under FAR simplified procedures (12.102(a)). The contracting office is located at 325 Broadway, Boulder, Colorado 80305.
Although this is a noncompetitive action, interested firms may submit written notification to the Contracting Officer demonstrating comprehensive understanding of requirements, including proof of permits and detailed technical capability statements. Such responses will be considered solely for determining whether to conduct competitive procurement.
