About this file
This is a Notice of Intent to Award a Noncompetitive Contract Action issued by the National Oceanic and Atmospheric Administration (NOAA). The NOAA Acquisition and Grants Office, in conjunction with the Pacific Marine Environmental Laboratory (PMEL), Great Lakes Environmental Research Laboratory (GLERL), and Atlantic Oceanographic and Meteorological Laboratory (AOML), intends to award a purchase order to Monterey Bay Aquarium Research Institute (MBARI, UEI: GM6EL1UH2L83) for customization and enhancement of MBARI's Filtering Instrument for DNA Observations (FIDO) system. The procurement includes development of an automated multi-sampler module compatible with FIDO, acquisition of three complete systems equipped with these modules, and provision of associated Standard Operating Procedures and technical training. The systems must incorporate at least three sampling channels capable of drawing from Niskin bottle samplers and/or multiple bulk sample sources. Delivery is required no later than September 25, 2028. The award will be made under simplified procedures as implemented by Revolutionary Federal Acquisition Regulation (FAR) Overhaul 12.102(a).
The Government asserts that MBARI is the sole source capable of immediately providing the required FIDO eDNA sampling instrumentation and development, as alternative solutions would require significant development resources and cause unacceptable project delays. The solicitation is classified under North American Industry Classification System Code 334516 (Analytical Laboratory Instrument Manufacturing) and Product Service Code 6695 (Combination and Miscellaneous Instruments). No small business set-aside applies. The contracting office is located at 325 Broadway, Boulder, CO 80305. Although this is not a request for competitive proposals, interested firms may submit written notification to the Contracting Officer demonstrating comprehensive understanding of requirements, including proof of permits and detailed technical capability statements. Affirmative written responses must be received by the due date and time specified in the notice, with responses to be considered solely for determining whether to conduct competitive procurement.

(7) Description:
The Government requires the customization and enhancement of MBARI’s Filtering Instrument for DNA Observations (FIDO) system to meet specific operational requirements for autonomous eDNA sampling. This procurement includes the development of an automated multi-sampler module compatible with FIDO, the acquisition of three complete systems equipped with these modules, and the provision of associated Standard Operating Procedures (SOPs) and technical training. To meet NOAA requirements, the project will incorporate at least three sampling channels capable of drawing directly from Niskin bottle samplers and/or multiple bulk sample sources.
The delivery of the instruments shall occur no later than 25 September 2028.
NOAA intends to award a purchase order to MBARI under the authority of 41 U.S.C. 1901, using simplified procedures as implemented by Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 12.102(a).
MBARI is the only entity that can immediately provide the required FIDO eDNA sampling instrumentation and development to meet the Government’s needs. Currently, there are no alternative solutions capable of immediately developing an equivalent instrument to follow the full methodological details MBARI has previously established. An alternative solution would require significant resources in development, integration, testing, fielding and training which would cause severe project delays, resulting in the delay of delivered scientific instrumentation in support of various scientific research. Procuring this requirement sole source avoids unacceptable delays in fulfilling the critical mission requirements of the Government.
This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. Firms who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirements. All written responses must include proof of possessing permits and a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within its discretion. Affirmative written responses must be received no later than the due date and time of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
