About this opportunity

The United States Coast Guard Surface Forces Logistics Center is soliciting quotations for 200 reverse osmosis filter elements (NSN: 4610-01-261-0700, Parker Hannifin Part # 33-0440, Filmtech Corporation PN: SW30-4040) to support water purification operations on Coast Guard vessels. The procurement requires strict adherence to military packaging standards, specifically MIL-STD-2073-1E and MIL-STD-129R, with each filter element individually packaged and marked, and membranes delivered with a minimum of 90 percent remaining shelf life from the 12-18 month shelf-life window. Quotations must be submitted by December 5, 2025, and award will be made on an all-or-none basis to the lowest-priced technically acceptable offer using simplified acquisition procedures under FAR 13.106. The evaluation criteria emphasize lowest price technical acceptability, and all responsible sources may submit quotations provided they maintain valid DUNS numbers and current System for Award Management (SAM.gov) registration. This is a combined synopsis and solicitation for a commercial item, and no separate written solicitation will be issued.

This opportunity is designated as a Total Small Business set-aside, restricting competition to small business entities within the 700-employee business size standard applicable to NAICS code 333998. The contract will be awarded as a Firm Fixed Price agreement with delivery on an F.O.B. Destination basis to the USCG Surface Forces Logistics Center, 2401 Hawkins Point Road, Baltimore, Maryland 21126, to Building 88 Receiving Room. No incumbent contractor is identified in the solicitation materials. The procurement involves a specific quantity of 200 filter elements with no budget range disclosed, though the simplified acquisition threshold and commercial item designation suggest this falls within standard procurement limits. Vendors must demonstrate compliance with numerous federal clauses related to commercial contracting, business ethics, labor standards, and supply chain security as outlined in FAR 52.212-5 and the Offeror Representations and Certifications form 52.212-3.
