About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure filter elements and fluid replacement parts, specifically National Stock Number 1R-2940-016962144-SX, with a quantity of 22 units to be delivered FOB Origin. This pre-solicitation notice emphasizes that the item is flight-critical and requires Government source approval prior to contract award, which significantly impacts potential bidders. Only sources previously approved by the Government will be initially solicited, and new sources must submit detailed technical data through the NAVSUP Weapon Systems Support (NAVSUP WSS) Source Approval Information Brochures. Potential contractors must provide comprehensive documentation demonstrating their capability to produce the item, and offers that fail to provide all required data will be automatically disqualified. The pre-solicitation was posted on January 23, 2025, with responses due by March 10, 2025, and interested parties have 15 days from the notice date to identify their capability to satisfy the requirement with a commercial item.

No specific set-aside designation was noted for this procurement, and the notice does not mention incumbent contractors or precise award values. The solicitation falls under Product Service Code 2940 for engine air and oil filters, strainers, and non-aircraft cleaners. Potential bidders should be aware that the Government is not using FAR Part 12 policies for commercial item acquisition, which suggests a specialized procurement approach. Award will be contingent upon the offeror, product, or manufacturer meeting specific qualification requirements in accordance with FAR clause 52.209-1. Contractors seeking additional documentation can access military specifications, standards, and qualified product lists through the DoD Single Stock Point (DODSSP) at Document Automation and Production Service in Philadelphia, PA, with most documents available in Adobe PDF format through ASSIST-Online.
