Potential bidders must demonstrate compliance with technical specifications, including the film's material composition, physical properties, and fire retardant characteristics.

The solicitation is designated as a 100% small business set-aside under NAICS code 331315, with a size standard of 1,400 employees. The place of performance is located in Bremerton, Washington, with a delivery deadline of January 18, 2025, and FOB destination terms. The specific product is identified by National Stock Number LLS044379 and requires unique marking with "FR" printed in 1/2 inch letters approximately every 9 inches to denote fire retardant properties. The film must have a hardness rating of 78 Shore A Durometer and be mercury-free. While no specific award value is mentioned, the procurement is for a precise quantity of 150 rolls of specialized masking film with stringent technical requirements. Contractors must ensure they meet all specified technical and administrative conditions to be considered responsive to the solicitation.
