About this opportunity

The National Institute on Drug Abuse (NIDA), part of the Department of Health and Human Services National Institutes of Health, is seeking to procure a sophisticated neurological research system focused on building a non-invasive magnetocardiography (MCoG) array. The project aims to dramatically enhance brain observation capabilities through two primary objectives: first, to provide specialized hardware including 64 FieldLine V3 sensors, electronics chassis, sensor electronics, and an analog input card; and second, to deliver advanced research and design services involving laser selection and compound gradiometer prototyping. Contractors must demonstrate extensive technical capabilities, including access to vacuum systems, clean rooms, optical and electronics laboratories, and comprehensive testing equipment. The sources sought notice indicates that detailed technical expertise in optically-pumped magnetometer (OPM) research will be crucial for successful contract award. Responses to this pre-solicitation notice are due by January 22, 2025, at 9:00 AM ET, with submissions directed to Joe Kennedy at NIH.

The procurement is designated as a total small business set-aside under NAICS category 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing), with a size standard of 1,250 employees. The anticipated period of performance is 12 months, during which the selected contractor will be responsible for domestic manufacturing and compliance with Non-Manufacturer Rule requirements. While specific award value is not explicitly stated, the complexity of the project suggests a significant investment in advanced neurological research technology. The project specifically requires 64 Fieldline V3 sensors and associated research services, indicating a focused and precise procurement strategy. Contractors will need to demonstrate not only technical proficiency but also the ability to manufacture components domestically, with the understanding that software rights for the research component will remain under the contractor's control.

Notice text

The ultimate aim of the current project is to build and validate a non-invasive magneticorticography (MCoG) array that can collect data at high temporal and spatial resolution, dramatically increasing our ability to observe human neurophysiology non-invasively, potentially transforming our study of the brain.

In the initial phase we will simulate and build a prototype array using currently available dual-axis OPMs, demonstrate the feasibility of MCoG, and begin work on the design of an optimized OPM.

To achieve this end, the awarded contractor will help with the following objectives:

Objective 1: Provide hardware, to include 64 FieldLine V3 sensors, electronics chassis and peripherals, sensor electronics, and an analog input card.

Objective 2: Provide research and design services including laser selection and prototyping of a compound gradiometer.
