About this opportunity
The U.S. Army Corps of Engineers Engineer Research and Development Center (ERDC) is seeking a small business contractor to replace the security fence at its Field Research Facility in Duck, North Carolina. The project involves demolishing and replacing approximately 1,906 linear feet of existing fencing, including two 35-foot double swing gates, two 4-foot pedestrian gates, and one 22-foot cantilever gate. The solicitation (W912HZ25Q0016) requires a new 8-foot tall chain link fence with a "Y" top guard consisting of 6 strands of barbed wire, while maintaining the existing gate operator and keypad. The government will evaluate offers using a lowest-priced technically acceptable (LPTA) methodology, with the intent to award a single purchase order to the most suitable bidder. Quotes are due by 2:00 PM CDT on May 5, 2025, with a planned site visit on April 24, 2025, and all offerors must be registered in the System for Award Management (SAM) prior to the response date.
The contract is exclusively set aside for small businesses within the NAICS code 238990 (All Other Specialty Trade Contractors) with a small business size standard of $19 million. The period of performance is 90 days from award, with contractors required to provide security guard services during non-business hours and potential use of temporary fencing during weekdays. The place of performance is located in Kitty Hawk, North Carolina, with specific technical requirements including the use of galvanized materials, precise post and foundation dimensions, and compliance with various technical standards and safety regulations. No bid bond, payment, or performance bonds are required for this procurement. The government reserves the right to award without discussions or make no award at all, depending on the quality of quotes received and the price reasonableness of the submissions.
