About this opportunity
The Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF) is seeking field, background-investigative services through a combined synopsis/solicitation for multiple Basic Ordering Agreements (BOAs). The agency requires special investigators to conduct background investigations nationwide over a 60-month performance period from the award date. Offerors must be located within 200 miles of specified priority cities, obtain a favorably-adjudicated Tier-5 background investigation, and register in the System for Award Management (SAM). The evaluation will be based on six key factors: past performance, qualifications and experience, capabilities, acceptability, location, and price. This Request for Proposals operates under NAICS code 561611 (Investigation and Personal Background Check Services) and will remain open until June 30, 2030.
This opportunity is designated as a 100% small business set-aside with a size standard of $25 million under NAICS 561611. ATF plans to award multiple BOAs to responsible offerors who meet the technical and performance requirements, though no specific incumbent contractors are identified in the documentation. The contract structure will utilize firm-fixed pricing, with ATF having pre-determined point payment rates as fair and reasonable. Successful contractors must complete ATF training courses remotely, maintain strict confidentiality standards, demonstrate willingness to travel up to 200 miles for assignments, and possess either federal investigative experience or specialized investigative backgrounds. The 60-month performance period provides a substantial timeframe for service delivery, with the solicitation remaining continuously open for nearly five years to accommodate ongoing contractor qualification and selection.
