This posting is being amended to add the question and answer sheet from industry.
THIS NOTIFICATION IS A REQUEST FOR PROPOSAL
The Naval Surface Warfare Center (NSWC), Corona Division has a requirement to procure Fiber Optic Splitters. This acquisition is a non-commercial Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) Contract with a 5 year ordering period.
This acquisition is solicited as an unrestricted, competitive procurement. Partial proposals will be deemed as nonresponsive and will not be evaluated. The Government will award a single contract to the responsible Offeror whose offer conforms to the requirements as stated in the solicitation and is most advantageous to the Government based on lowest price, technically acceptable. The required items are identified in Section B of the solicitation/Request for Proposal (RFP). Please see the attached RFP for additional information on the requirement.
Proposals must be valid for 120 days after the due date. Any amendment(s) issued to this RFP will be published on this website. Therefore, it is the Offerors responsibility to visit this website frequently for updates on this procurement.

For specifications please see attachment 1: Statement of Work and attachment 2-5. For IDIQ please see attachment 6: FBO IDIQ.
This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred.
Based on the responses to this pre-solicitation notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition.
Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
