About this opportunity
The Naval Warfare Center Corona Division (NSWC Corona) is seeking sources for a Fiber Optic Measurement System (FOMS) to support the Naval Sea Systems Command's Metrology and Calibration Program. The procurement involves acquiring thirty-two measurement systems to replace discontinued Keysight products, with specific technical requirements including laser sources across multiple wavelengths, optical detectors, variable attenuators, and patch cables. Potential contractors are requested to submit a Capability Statement by April 28, 2025, which must include company details, business size, estimated unit pricing, lead time, industry commentary on the Statement of Work, and a Rough Order of Magnitude. Responses must be emailed to procurement specialist Taylor O'Neal, referencing Sources Sought Notice N6426725R1008A, with a clear understanding that this is a market research exercise and not a binding solicitation. The system must meet stringent technical specifications, including precise performance metrics for laser source power stability, optical detector uncertainty, and environmental operating conditions.
The procurement is not designated with any specific set-aside status, suggesting open competition among contractors. The five-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract will be available for NAVAIR and NAVSEA, with each system replacing specific legacy Keysight measurement components. While no explicit budget range is provided, the notice indicates that contractors will need to provide estimated unit pricing as part of their response. The technical specifications require systems capable of operating within precise parameters, including temperature ranges of 15-30°C, relative humidity of 0-90%, and electrical power input of 109.25V to 126V at 50-60 Hz. Successful contractors must also provide comprehensive documentation including operator manuals, a one-year manufacturer's warranty, NIST-traceable calibration certificates, and a process for reporting software and firmware changes to the US Navy.
