About this opportunity

The Transportation Security Administration (TSA), a civilian agency within the Department of Homeland Security, has issued a Special Notice for a fiber optic lease at the Miami International Airport (MIA). The notice outlines the TSA's intent to award a purchase order to the Miami Dade Aviation Department (MDAD) through a sole source procurement method. The contract will cover a fiber optic infrastructure lease to support TSA communications connectivity, specifically requiring 194,954 feet of single mode fiber and 302 SC Connectors. This procurement will be conducted under Federal Acquisition Regulation (FAR) 13.106-1(b)(2) and will have a total contract period of five years, consisting of a one-year base period and four one-year option periods. The notice is not a competitive solicitation but rather an announcement of the TSA's intended sole source strategy.

Interested contractors are invited to demonstrate their capabilities and potentially challenge the sole source approach by submitting detailed technical information directly to Siobhan Lawson via email by May 13, 2025, at 9:00 AM local time. Responses must be limited to two pages and provide clear evidence of how competition could be advantageous to the government. The NAICS category for this opportunity is 238210 (Electrical Contractors and Other Wiring Installation Contractors), with a Product Service Code of W060 for fiber optics materials and accessories. While this is an 8(a) sole source procurement, the TSA will consider any submissions that comprehensively demonstrate alternative competitive capabilities. Vendors interested in subcontracting opportunities are encouraged to contact the Miami International Airport directly. The government retains full discretion in determining whether to proceed with the sole source strategy based on any responses received.
