About this opportunity
The Department of the Navy Naval Sea Systems Command issued a Limited/Sole Source Justification Notice for the design and installation of a comprehensive fiber optic infrastructure replacement at the Naval Surface Warfare Center, Carderock Division's West Bethesda site. The $5.4 million project involves creating a new three-hub fiber structure connecting critical Buildings 1, 4, and 17, including the installation of new systems and removal of existing infrastructure through underground ductwork. The sole source procurement to MIG GOV, LLC was justified due to urgent critical infrastructure vulnerabilities, as the current fiber loop installed in the early 1990s has experienced consistent outages affecting mission-critical systems including the Navy-Marine Corps Intranet, Research Development Test & Evaluation Network, life safety systems, and Lenel security systems. The contract was awarded on August 13, 2025, under a Firm-Fixed Price arrangement on an urgent basis to address these infrastructure failures that compromise operational capabilities. The procurement also supports a regional management plan to transfer operational monitoring of the Lenel security system to the Naval District Washington Police Force, which requires a stable and redundant fiber optic network to function effectively.
