About this opportunity
The Centers for Disease Control and Prevention (CDC) is soliciting a firm fixed-price contract to provide broadcast-quality video transport and telecommunications support services for the CDC Harkin Global Communication Center. The contractor must establish and maintain high-definition (1.5G HD-SDI) broadcast transmission and reception capabilities, including two independent HD transmit and two independent HD receive signal paths with full redundancy to ensure uninterrupted service. Key contract requirements include furnishing, installing, configuring, and testing all transmitting and receiving equipment within fifteen calendar days of award, providing continuous 24/7 monitoring and maintenance, complying with federal cybersecurity standards including Trusted Internet Connections (TIC) protocols, and delivering detailed monthly reporting and system documentation. The government will award to the lowest-priced, technically acceptable offeror (LPTA) based on demonstrated experience installing and maintaining professional HD broadcast transmission systems, proven capability to design redundant broadcast signal paths, experience integrating equipment without service disruption, technical expertise in fiber optic provisioning, ability to perform end-to-end system testing using broadcast-grade tools, and capacity to provide preventive maintenance and rapid response services. The question submission deadline is March 10, 2026, at 12:00 noon EST, and quotations are due by March 17, 2026, at 1:00 P.M. EST to Javier Aponte at zsm9@cdc.gov.
This opportunity is designated as a 100% Total Small Business Set-Aside with no identified incumbent contractors mentioned in the solicitation documents. The contract base period extends from April 15, 2026, through April 14, 2027, followed by four optional one-year renewal periods extending through April 14, 2031, for a potential five-year term. While no specific award value is stated in the solicitation, the contractor's pricing must include all labor, materials, supplies, indirect costs, and profit for equipment provision, installation, and ongoing 24/7 support services. The place of performance is CDC Broadcast Studios, Building 19, 1600 Clifton Road, Atlanta, Georgia 30333, where the contractor will install equipment and establish connections supporting one to twenty live broadcast events monthly. The contractor must also ensure capability for simultaneous English and Spanish broadcast transmissions, accommodate inbound feeds from various HHS facilities, and maintain portal access for CDC personnel to monitor operational status and report outages.
Notice text
The purpose is to establish broadcast-quality video connectivity that enables the agency to engage in live or recorded national media interviews, either directly with news media outlets across the United States or via a satellite and fiber transmission hub used to relay signals to major media networks and professional video production organizations. This connectivity is essential for supporting timely communication during public health emergencies or media campaigns. The contract includes the provision of two outbound and two inbound independent HD-SDI signal paths to allow for simultaneous send and receive capabilities, as well as redundancy to ensure reliable, uninterrupted service. The contractor shall provide telecommunication support services to enable the transmission and reception of high-definition (HD) broadcast signal feeds to and from the CDC Harkin Global Communication Center and major media outlets. This includes the installation of all necessary transmitting and receiving equipment to establish functional broadcast connections. Installation must be completed within three (3) business days following the award of the contract. Prior to installation, the contractor must submit an itemized list of all equipment, including manufacturer names and model numbers. Additionally, the contractor shall be responsible for the continuous 24/7 monitoring and maintenance of the broadcast connections to ensure uninterrupted service.
