About this file
This is a Questions and Answers document for the CDC's Fiber Optic Connectivity solicitation. The Q&A addresses key technical and operational requirements clarifying that while the original solicitation mandated installation within three business days of contract award, the CDC is flexible and can extend the installation timeline to 30 days as long as there is service overlap with existing video fiber services. The CDC will supply video processing equipment and patchbays with BNC cable connections (3G HD-SDI signal with embedded audio), with the vendor responsible for providing all encoding and transmission/reception equipment to transmit the 3G HD-SDI signal from the CDC studio to media outlets and national news networks. The contractor is not required to install a new fiber signal path; instead, the requirement is to continue existing broadcast transmission services currently operational via the EDMI/Encompass fiber switching hub, with the signal path running through AT&T fiber in the street to the CDC's demark point on campus and then through existing operational fiber circuits to the CDC Studio racks.
The document confirms there is no requirement for the vendor to supply encoding equipment at the CDC location and clarifies that technical drawings and documentation reference the existing operational infrastructure already in place. The CDC anticipates potential future upgrades to 12G single-link UHD video capability, though the current requirement remains 3G HD-SDI services. This is a continuation of existing services rather than a new installation requirement, meaning vendors should quote based on maintaining and supporting the current operational broadcast transmission infrastructure connecting the CDC Harkin Global Communication Center to major national news networks and television stations.

Q&A Fiber Optic Connectivity
| 1. | Is it a hard requirement that the installation completed within 3 business days of the contract award? Installation time: We can be flexible on this requirement. We currently have video fiber services, so as long as we have overlap between the services, we are fine. We could go out to 30 days for installation / activation. | |
| 2. | What is the handoff from your video systems? The signal from the CDC system will be a BNC cable with 3G HD-SDI signal with embedded audio. We would like to have the option to upgrade to 12G single link UHD video in the future. | |
| 2.1. | Meaning, will CDC supply patch panel and necessary connections to our fiber service? Yes, CDC will provide the video processing equipment and patchbays and connections to connect to vendor supplied encoder via the 3G BNC cable. (12G Single link in future) | |
| 3. | The request is for HD-SDI services, can we assume that there is no need for us to supply encoding equipment at the CDC location? The signal from the CDC Studio will be a 3G HD-SDI signal with embedded audio. The vendor will supply all necessary equipment to transmit and receive a 3G HD-SDI signal from the CDC studio to Media outlets, etc. | |
| 4. | What is the total length needed for the fiber optic? We don't want to quote too high or too low. The requirement is for Broadcast Transmission services allowing the CDC to have Immediate broadcast video signal to/from major national news networks and other Television stations, currently that is via the EDMI / Encompass fiber switching hub). This is a continued requirement for existing services that are currently operational. There is no requirement to install a new signal path via fiber. | |
| 5. | I'm writing to get Drawings and Tech Docs regards to Fiber Optic Connectivity Contract. Kindly let me know if you can share them with us. The requirement is for Broadcast Transmission services allowing the CDC to have Immediate broadcast video signal to/from major national news networks and other Television stations, currently that is via the EDMI / Encompass fiber switching hub). This is a continued requirement for existing services that are currently operational. The signal path runs through ATT Fiber in the street, to the CDC Demark point on the CDC campus, then there is an existing fiber path that patches to the current equipment in the CDC Studio racks. The existing fiber circuits are operational and can be re-used. |
