Fort Hood Mission and Installation Contracting Command (MICC) is preparing to procure fiber optic cable installation services for Building 53400 at Fort Hood, Texas, under a total small business set-aside with a capability-statement deadline of August 7, 2026.
The scope requires installation of approximately 25,000 feet of 24-strand single-mode fiber optic cable between Buildings 2207 and 53400 using existing underground duct systems, including 48 fusion splices, a 24-strand LC-type connector patch panel, optical testing per TIA/EIA, UFC 3-580-01, I3A, and T-IDG specifications, complete test documentation, updated CADD drawings and GPS data, component labeling, and site restoration. The period of performance spans 90 to 120 calendar days from award.
The Program Manager and Alternate PM must possess a minimum of five years' experience managing telecommunications or IT infrastructure projects, hold active PMP certification, possess a bachelor's degree in IT, Engineering, or Telecommunications, and demonstrate familiarity with DoD standards (UFC 3-580-01, UFC 3-550-01, NEC T-IDG) and commercial standards (BICSI, TIA/EIA-568/569, National Electrical Code); BICSI RCDD certification is highly desirable. All on-site personnel must be U.S. citizens with favorable National Agency Checks or State-Issued Private Security Firm Licenses, comply with Fort Hood access control procedures, submit Visit Authorization Requests two weeks prior to work start, and complete Anti-Terrorism Level I, OPSEC Level I, and iWATCH training within 10 calendar days of beginning performance. Work hours are 0730 to 1630 Monday through Friday, excluding federal holidays.
Firms must submit five-page capability statements (excluding resumes and certifications) by August 7, 2026, to Miguel.g.flores.mil@army.mil with a copy to nelva.l.march.civ@army.mil. Submissions must include company credentials, Small Business certification confirmation under NAICS 238210, applicable socio-economic status (8(a), HUBZone, SDVOSB, WOSB), technical capabilities in underground fiber optic placement and termination/splicing, qualified Program Manager verification, base-access and citizenship-compliance capability, and up to three past-performance projects of similar scope completed within the past five years with military installation or secure federal facility emphasis.
Notice text
The Fort Hood Network Enterprise Center (NEC) Customer Operations Evaluation Command (OEC) requires a comprehensive communications infrastructure upgrade to provide necessary Non-Classified Internet Protocol Router Network (NIPR) access for additional personnel within Building 53400. This access is critical to ensuring the unit can sufficiently conduct its day-to-day mission.
