About this opportunity
The Department of State Office of Acquisition Management is issuing a Request for Information (RFI) on the FEWS NET 8 Data, Learning, and Communications Hub contract with responses due by June 23, 2026 at 2:00 PM EST; this is market research only, not a binding solicitation, and responses are voluntary and non-compensable.
The contract will support the Famine Early Warning Systems Network, managing data infrastructure and communications for global food security monitoring and analysis across approximately 40 countries during the 2026–2031 period. The Hub maintains the FEWS NET Data Warehouse, which currently houses over 22 million data points spanning crop, price, trade, response, nutrition, population, and spatial indicators. Core deliverables include enhancement and governance of the data warehouse; automated analysis of global commodity market and trade data; multilingual website management (www.fews.net); development of a structured, queryable knowledge graph from 40 years of historical reports and datasets using graph-based data modeling and linked data principles; Client Relationship Management systems; interactive data visualization tools; strategic communications translating complex analysis into actionable insights for policymakers and humanitarian actors; and learning strategy design for diverse stakeholder audiences.
Respondents must demonstrate in-house experience with large-scale integrated data systems, global-scope program implementation, knowledge graph development using linked data and ontology design, data architecture and integration, and strategic communications. Work must comply with USG Open Data legislation and Department security and IT standards. All organization types—small businesses, non-governmental organizations, educational institutions, and non-U.S. organizations—are encouraged to respond via Google Form. SAM registration and relevant NAICS codes are required.
