About this opportunity

The United States Marine Corps, through its Regional Contracting Office at MCIPAC, is procuring commercial ferry transportation services to support training and operations at Ie Shima Auxiliary Airfield in Okinawa, Japan. The services will transport U.S. Government personnel (including Marine Corps military, civilian employees, and contract workers) and Government vehicles between Motobu Peninsula Port and Ie Shima Port. Key contract requirements include operating scheduled ferry services according to established timetables, maintaining strict verification of authorized passengers and vehicles with 100% accuracy (allowing only 2% variance), complying with all Japanese national and municipal safety laws, and providing immediate accident reporting to the Contracting Officer's Representative within 24 hours. The Government will evaluate fair and reasonable pricing using market research, comparison with previous contract prices, and the contractor's current price lists in accordance with FAR Part 12.204(a). Questions concerning this notice must be submitted to Ms. Shoko Tsukayama at shoko.tsukayama.ln@usmc.mil and received within five calendar days from the posting date (by March 4, 2026), with an anticipated contract award date of March 21, 2026.

This procurement uses no set-aside designation and is being awarded as a sole-source contract to Ie Village, located at 519-14 Kawahira, Ie-Son, Kunigami-Gun, Okinawa, Japan, based on market research demonstrating that Ie Village is the only entity owning and operating ferry services capable of transporting both passengers and vehicles to this remote location. The contract is structured as a firm fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) agreement with an estimated total value of $900,000 over a ten-year period, consisting of a five-year base ordering period from April 1, 2026 through March 31, 2031, and five optional one-year renewal periods extending through March 31, 2036. All operational costs, including administrative expenses, capital costs, insurance, and vessel maintenance, must be included in fixed ferry ticket prices subject to economic price adjustments negotiated with the Contracting Officer per DFARS 252.216-7003. The Government will be responsible for vehicle reservations and delivering vehicles to ports 30 minutes prior to departure, while the contractor must provide written notice of any schedule changes within seven business days.
