About this file
This is a Justification and Approval (J&A) for restricting competition in a federal procurement. The U.S. Marine Corps Regional Contracting Office at MCIPAC-MCB Camp Butler seeks to award a firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract to Ie Village for ferry services transporting U.S. Government personnel and approved vehicles between Ie-Shima Auxiliary Airfield and Motobu Port in Okinawa, Japan. The contract covers a five-year base ordering period from April 1, 2026 through March 31, 2031, with five one-year option periods extending through March 31, 2036, for a total estimated value of $900,000.00. Ferry transportation services support USMC training operations, including parachute training and vertical takeoff and landing aircraft activities, as well as facility maintenance at the auxiliary airfield.
The Government restricts competition to Ie Village as the sole source based on market research demonstrating that Ie Village is the only entity owning and operating a ferry service capable of transporting both passengers and vehicles to this specific, remote location. The island's exclusive geographic access and ownership of required infrastructure, governed by Ie Village Ordinance (Title 12, Chapter 3) and Japanese law, make Ie Village the only responsible source capable of meeting requirements. No alternative transportation modes, other ferry providers, or bridges service this route. The contracting officer will determine fair and reasonable pricing during award evaluation using market research, comparison with previous contract prices, and current price lists per FAR Part 12.204(a). Due to unique geographical constraints and the sole provider's status as a destination island entity, no actions can increase future competition.

J&A No. 26-JNA-0003
JUSTIFICATION AND APPROVAL FOR
RESTRICTING COMPETITION
1. Contracting Activity:
Regional Contracting Office (RCO) MCIPAC-MCB Camp Butler
FPO AP 96373-2000
2. Description of Action Being Approved.
Award of a firm fixed price, Indefinite Delivery Indefinite Quantity (IDIQ) type contract restricting competition to Ie Village for ferry services in support of United States Marine Corps (USMC) to and from Ie-Shima and Motobu Port in Okinawa Japan.
3. Description of Supplies/Services.
Ie Shima Auxiliary Airfield is managed by the USMC and is used as a training facility for parachute training and vertical takeoff and landing aircraft. For the purpose of these trainings and maintenance of facilities, the commercial ferry transportation of U.S. Government personnel and Government vehicles to and from Motobu Peninsula Port and Ie-Shima Port, Okinawa, Japan is needed. Required commercial ferry services are for U.S. Government personnel to include U.S. Military, U.S. Civilian, and Master Labor Contract (MLC)/Indirect Hire Agreement (IHA) personnel, and Government vehicles that have been approved by designated Government authorizing officials.
The period of performance is a five-year base ordering period, 01 April 2026 – 31 March 2031, and five one-year option periods, through 31 March 2036. The total estimated dollar value is $900,000.00.
4. Statutory Authority Permitting Other Than Full and Open Competition.
41 U.S.C. 1901 – a sole source acquisition under the authority of the simplified procedures for commercial items, as implemented by FAR 12.201-1.
5. Rationale Justifying Use of Cited Statutory Authority.
Award is to be made to the incumbent contractor, Ie Village.
The Government’s requirement is for reliable ferry transport for personnel and vehicles between Ie-Shima and Motobu Port. Market research confirms that Ie-Shima Village’s island-owned ferry is the only entity that owns and operates a ferry service capable of transporting both passengers and vehicles to this specific, remote location. There are no other commercial ferry services, J&A No. 26-JNA-0003 bridges, or alternative modes of transportation that service this route. The island itself owns and operates this ferry as its sole connection to the mainland port. The service is unique to Ie Village due to its exclusive geographic access and ownership of the required infrastructure in accordance with Ie Village Ordinance, Title 12 – Public Sector, Chapter 3 – Vessel Operation Business and any other applicable Japanese laws and regulations. See Ie Village Ordinance --- Ref:
https://www.iejima.org/reikishu/
Therefore, Ie Village is the only responsible source capable of meeting the Government’s requirements.
6. Description of Efforts Made to Solicit Quotes from as Many Vendors as Possible
Market Research was conducted in accordance with FAR Part 10, revealed that ferry transportation services are readily available through the Commercial marketplace. However, only one source is available with the route to and from Ie-Shima and Motobu-port located in Okinawa, Japan. There are no other ferry providers available to solicit additional quotes.
7. Determination of Fair and Reasonable Cost.
In accordance with FAR Part 12.204(a), the Contracting Officer will determine that the price for this acquisition to be fair and reasonable during the evaluation for award. This will be done based on market research, in comparison with quoted prices with prices found reasonable on the previous contract, and current prices lists.
8. Actions to Remove Barriers to Future Competition.
Due to the unique geographical constraints and the fact that the sole provider is an entity of the destination island, there are no actions that can be taken to increase competition. The Government will continue to monitor the market for any new entrants, but none are anticipated for the foreseeable future.
