About this opportunity

The Federal Emergency Management Agency (FEMA) Region VI is procuring Dell IT equipment to replace end-of-life laptops and peripheral equipment necessary to maintain operational capability, cybersecurity compliance, and workforce productivity. The solicitation seeks quotes from authorized Dell resellers and distributors for a comprehensive IT refresh including 114 Dell Pro 16 Plus laptops, various Dell UltraSharp monitors in multiple sizes (24-inch, 27-inch, 32-inch 4K, and 43-inch 4K models), 150 Dell KB813 Smartcard Reader keyboards, and 150 Dell optical mice. Offerors must be authorized Dell resellers or distributors and must match the specified Dell part numbers and configurations exactly without any deviations, with the government reserving the right to verify authorization directly with the original equipment manufacturer. The procurement will be evaluated using a Lowest Priced Technically Acceptable (LPTA) basis, with quotes due by 12:00 PM CDT on August 28, 2025, and all communications must include the RFQ identifier "FEMA Region VI: IT Lifecycle Refresh - 70FBR625Q00000036" in email subject lines. Questions must be submitted to Contracting Officer Destiny Dyson at Destiny.Dyson@fema.dhs.gov no later than 12:00 PM CDT on August 11, 2025.

This solicitation is designated as a total small business set-aside under NAICS code 541519 with a small business size standard of $34 million, and the previous year's IT Lifecycle Refresh was awarded to V3 Gate for $63,699.39. The government's range of affordability is $306,000 to $310,000 (varying slightly across documents), though vendors are advised that quotes significantly exceeding this range may not be considered for award. The procurement requires delivery within 60 days after receipt of order and includes warranty requirements such as a four-year warranty for the Dell Pro 16 Plus laptops. Performance will take place in Denton, TX 76209, and the solicitation specifically requires Dell brand equipment to ensure compatibility with existing IT systems based on FEMA's directive 139-1 Mobility 1-1 hardware standards. The procurement represents a sole brand justification approach where competitive bids will be solicited exclusively for Dell equipment due to FEMA's standardized hardware requirements and security specifications.
