About this opportunity
The General Services Administration Public Buildings Service is preparing to procure lease space in Clinton, Mississippi on behalf of FEMA for disaster relief operations, with an oral request for lease proposals currently in pre-solicitation phase and not open for public submission as of July 12, 2026. No set-aside is anticipated. The scope involves temporary occupancy of commercial or residential space to support FEMA disaster recovery efforts following a declared disaster event; lease terms, duration, and square footage requirements are flexible and subject to negotiation based on available inventory and operational needs rather than competitive bidding.
Leased space must comply with extensive building standards including means of egress with minimum two remote exits per floor, automatic fire sprinkler systems for below-grade areas and hazardous areas (with full building coverage required if Government occupies 35,000 or more rentable square feet above the sixth floor), fire alarm systems for buildings with occupied space on the third floor or higher, elevator service with emergency communication systems, and full accessibility compliance with the Architectural Barriers Act Accessibility Standard. The lessor must maintain heating and air conditioning at 72°F (±3°) during heating season and 75°F (±3°) during cooling season with dew point control below 55°F in occupied spaces, provide janitorial services including daily trash removal, floor cleaning, restroom maintenance, and weekly window washing, quarterly carpet cleaning, and pest control using integrated pest management techniques. Additional environmental and safety requirements include asbestos abatement if needed, indoor air quality compliance per GSA standards, radon testing for at-or-below-grade spaces, and drinking water quality certification. Normal operating hours are 7 AM to 7 PM, Monday through Sunday, with 24/7 access to utilities and services. Payment is processed through the FEMA Finance Center in Winchester, Virginia, with monthly invoicing and typical processing time of 5 to 30 days via electronic funds transfer. Offerors must complete Section 889 representations regarding covered telecommunications equipment and services and comply with GSA Form 3517B General Clauses for federal leasehold interests.
