About this opportunity
The U.S. Army Corps of Engineers, Albuquerque District, issued a notice of intent to award a sole-source, firm-fixed-price purchase order to Caracal Enterprises, LLC dba VenTek International for fee machine subscription services, with a response deadline of July 22, 2026. The procurement is restricted to the named vendor under FAR 12.102(a) because VenTek International owns the proprietary software rights required to operate eight automated fee machines deployed at USACE Lakes and Dams facilities. The software performs collection, reporting, and transfer of park user fees to the U.S. Treasury and provides real-time machine statistics, passive monitoring, remote configuration, and reporting functions. USACE personnel have invested significant training in the existing system, and the machines, procured in 2021 and 2024, are critical to Lakes and Dams operations; no alternative vendor can replicate these services without rendering the machines non-operational. The work is non-personal services and will be managed and maintained by Operations Division. The determination cites product continuity and operational mission criticality as the basis for sole-source award.
