About this opportunity

The Transportation Security Administration (TSA) is seeking robust and scalable IT support services through a Multiple Award Blanket Purchase Agreement (BPA) to be issued under the GSA Federal Supply Schedule. The procurement covers comprehensive IT operations and maintenance services supporting approximately 85,000 federal employees, contractors, and support personnel across TSA facilities including headquarters, airports, field offices, training sites, and data centers. The services will focus on four core functional areas: Operations and Engineering Support Services, Single Point of Contact (SPOC) Services, Site Support Services, and Information Assurance and Cybersecurity Support Services. Key objectives include modernizing IT operations, enhancing service delivery, leveraging emerging technologies such as AI and machine learning, managing enterprise IT infrastructure, providing centralized IT service desk support, and ensuring cybersecurity and compliance. This is a pre-solicitation notice posted on October 24, 2025, with a response deadline of November 11, 2025; however, this is not a solicitation for proposals and the government will not accept formal offers at this time, instead gathering industry capability information for project planning purposes.

The BPA carries no set-aside designation and will be issued as a multiple award contract under the GSA Federal Supply Schedule with a 10-year performance period. No current incumbent contractors are identified in this pre-solicitation notice, and specific award values or budget ranges are not disclosed at this stage. Task orders may be requested and awarded for varying lengths not exceeding the 10-year BPA period, with specific deliverables and service level agreements to be determined at the individual task order level. The TSA has indicated that anticipated milestone dates are being updated due to delays from a recent federal appropriations lapse, with revisions to be provided following proper approvals. Interested firms should be aware that the government reserves the right to use any non-proprietary technical information received in response to this notice in any resultant solicitation, and no payment or data return will be provided for responses submitted during this pre-solicitation phase.

At a summary level, the TSA has interest in and is seeking information regarding the capability of firms who can provide services to acquire robust and scalable IT support services for TSA. These services will advance TSA ITs strategic mission goals to modernize IT operations, enhance service delivery, and strengthen the agency’s ability to meet evolving challenges.  The BPA will enable TSA to leverage innovative technologies, improve decision-making through data analytics, and enhance customer experience.

The TSA anticipates issuing a Multiple Award Blanket Purchase Agreement (BPA) under GSA Federal Supply Schedule (FSS) Information Technology Category for a period of up to ten years to satisfy TSA FOMCUS requirements. Along with the multiple award BPA, the planned strategy will include simultaneous award of competed task orders. Obligations will be funded at the task order level.
