About this opportunity
The Department of Health and Human Services (HHS) Office of the Assistant Secretary for Administration is seeking a contractor to establish a nationwide Private Provider Network (FOHNet) for Federal Occupational Health services. The procurement aims to create a Contractor-Owned Contractor-Operated Private Provider Network Client Portal (COCO PPN-CP) covering all 50 states and U.S. territories across two regions. Potential vendors must demonstrate extensive experience in providing comprehensive medical services, including audiometric testing, cardiovascular stress tests, physical examinations, immunizations, vision screenings, mental health evaluations, and medical records management. Evaluation criteria will focus on vendor capabilities, including staff expertise, corporate experience, prior government contract performance, and innovative solutions. Key dates include a January 8, 2025 deadline for submitting questions and a January 27, 2025 deadline for response submissions, with responses limited to 10 double-spaced pages and requiring detailed company and experience information.
The solicitation is not set aside for any specific business category, though vendors must be on the HHS Mandatory Vehicle Use List and potentially qualify under contract vehicles like CIO-SP3, SEWP, and OASIS. The anticipated contract will be a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with a 5-year performance period beginning in Q1 FY2026. While specific budget ranges are not disclosed, the contract will require comprehensive medical service capabilities across a national provider network. Contractors must maintain HHS Authorization To Operate (ATO) certification and manage confidential medical records through a secure web-based portal. The procurement targets vendors with robust electronic health records systems, experience in rural service areas, ability to transition services within 30 days, and DCAA-approved accounting systems. Vendors will need to demonstrate capabilities in case management, laboratory services, and secure handling of Protected Health Information (PHI).
