About this opportunity

The Office of Personnel Management is soliciting a single-award, 10-year Indefinite Delivery/Indefinite Quantity contract for the Federal Human Resources Information Technology (HRIT) Modernization project, seeking a cloud-based Core Human Capital Management platform to serve approximately 2 million Executive Branch civilian employees. The solution must be FedRAMP Moderate or higher certified and support comprehensive HR functions including position management, employee engagement, talent development, compensation and benefits, time and attendance, and human capital analytics. Key contract requirements include implementing a unified, centrally governed multi-tenant platform with at least 90 percent out-of-the-box functionality, seamless integration with existing federal HR systems such as USA Staffing, USA Performance, and eOPF, and compliance with Section 508 accessibility and WCAG 2.2 AA standards. The evaluation will follow a two-step process assessing past experience and solution readiness, followed by evaluation of implementation approach, system testing, and live demonstrations. The proposal deadline is November 10, 2025 at 10:00 AM Eastern Time, with an anticipated award date of January 7, 2026, and the Government closed the general question period on October 31, 2025, allowing only follow-up questions related to previous Q&A responses until that date.

This procurement includes no set-aside designations and involves no identified incumbent contractors. The contract has an estimated maximum value of approximately $24.5 to $34 million depending on the solicitation amendment, structured as firm-fixed-price with per-employee-per-year licensing and complexity-based transition costs across multiple contract line item numbers covering core implementation, agency transition, licensing, sustainment, and transition-out services. The implementation is planned as a phased rollout with the goal of transitioning all participating federal agencies by July 4, 2027, categorized by agency complexity levels (Small, Medium, Large, and X-Large). The contract will support diverse federal agencies ranging from small entities like the Department of Education to large agencies such as the Department of Homeland Security, covering 2 million employees with a minimum guaranteed contract value of $1,000. Please see attached Amendment 0004 to Solicitation No. 24322626R0007. This amendment lengthens the amount of time Offerors shall provide the Government with access to their proposed Core HCM platform under Technical Factor 3 – System Testing. This adjustment is necessary to accommodate evaluator availability during the upcoming holidays and to ensure sufficient time for thorough and equitable testing. This amendment does not reopen the solicitation. The solicitation remains closed, and no new proposals will be accepted.

The Government will accept follow-up questions; however, such questions shall be limited to matters directly related to the Government’s responses in the Q&A. The original deadline for general questions has passed, and no new questions unrelated to the Q&A responses will be considered. The Government reserves the right to respond to follow-up questions at its sole discretion and may decline to answer any question that it determines falls outside the scope of the Q&A responses or is otherwise not necessary for the fair and transparent conduct of this procurement. The Government hereby releases the final Request for Proposal (RFP) for Federal Human Resources Information Technology (HRIT) Modernization. Proposals are due no later than 1 p.m. Eastern Daylight Time on October 31, 2025. Please refer to RFP section L.6 for detailed proposal submission instructions.

Please note that the Government reviewed all questions and comments received in response to prior Requests for Information and the draft Performance Work Statement and, in consideration, made various updates throughout the RFP. Further questions regarding the final RFP shall be submitted via email to opmcontracting@opm.gov no later than 1pm Eastern Daylight Time on October 23, 2025. The subject line should state: “Questions in response to Federal HRIT Modernization”. Any questions submitted by potential Offerors will be treated on a non-attribution basis. Potential Offerors are advised that any submitted question may be publicly shared; therefore, questions shall not contain any proprietary information. 

Offerors are strongly encouraged to submit questions as early as possible to allow the Government sufficient time to prepare and issue responses. Questions do not need to be submitted in a single batch; Offerors may submit multiple sets of questions at different times prior to the deadline. Early and iterative submissions will help facilitate timely and comprehensive responses from the Government.
