About this opportunity

The Virginia Army National Guard Human Resource Office is seeking training services to support the Federal Employee Management Course for fiscal year 2024. The solicitation will be published on March 13, 2024 as a Request for Quote on SAM.gov. Services will include two three-day training periods covering topics such as supervision, labor relations, and HR programs. Notice text

A.    This is a synopsis of commercial items prepared in accordance with the format in FAR 5.207, as supplemented with additional information included in this notice. The solicitation for this notice will be published on https://sam.gov as a Request for Quote (RFQ) on or about March 13, 2024.

B.    The Virginia Army National Guard (VaARNG) Human Resource Office (HRO) is seeking training services, in support of the Federal Employee Management Course (FEMC), formally known as ‘Supervisor Training’, for the 2024 Fiscal Year (FY). Specifically, on the following subjects:

a. Being a supervisor and coach

b. Labor Relations

c. Ethics

d. Defense Civilian Personnel Data System (DCPDS)/MyBiz

e. Classification Position Management

f. Recruitment and Placement

g. Pay Administration / Grade & Pay Retention

h. Conduct Management

i. Performance Management

j. Equal Employment Opportunity (EEO) & Sexual Assault Prevention & Response Program (SAPR)

k. Incentive Awards

l. Human Resource Development & Training Program

The above-mentioned services will occur in 2 separate three day periods of perfomance, the first period being 23 April – 25 April 2024 and the second being 20 August – 22 August 2024. The anticipated audience size for each training will be about 30 personnel and will take place in Richmond, VA.

C.    The Government intends to award a firm-fixed-price contract resulting from the RFQ. Multiple awards will not be made. The associated North American Industrial Classification System (NAICS) code for these services is 611430 (Professional and Management Development Training). The Product Service Code (PSC) is U008 (Education/Training- Training/Curriculum Development). This requirement will be a 100% Set aside for small businesses. Only qualified offerors may submit quotes.

D.    Payment will be made through the Wide Area Workflow (WAWF) application in accordance with DFARS clause 252.232-7006, Wide Area Workflow Payment Instructions.

E.     To be considered for an award, vendors shall have an active registration in the System for Award Management (SAM) at https://sam.gov. Vendors are responsible for ensuring that the representations and certifications in their SAM registration are accurate and current.

F.     On behalf of the Government, the Contracting Officer intends to evaluate each quote and make an award without discussions. The Contracting Officer unilaterally reserves the right to determine if it is necessary to conduct discussions.

G.    Funds are not presently available for performance under this contract beyond March 8, 2024. The Government’s obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond March 8, 2024, until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer.
