V. EVALUATION INFORMATION
A. Evaluation Team The cognizant Program Officer and other Government scientific experts will review white papers and provide selection recommendations to the selection official. The selection official will reside in the FBI's Office of the Chief Information Officer (OCIO). When technical expertise is not available in house, the Government may use non-Government contracted support to assist in the evaluation and administrative handling of white papers submitted in response to this announcement. These individuals are bound by appropriate non-disclosure agreements and organizational conflict of interest statements to protect proprietary and source selection information. Non-Government advisors are limited to reviewing white papers and providing technical advice to the Government and are prohibited from making recommendations for selection. Submission of white papers in response to this BAA constitutes the offeror’s acknowledgement and consent to the use of non-Government personnel during the evaluation process. The Government will protect white papers and proposals submitted under this announcement in accordance with FAR 3.104-4 and 15.504.
B. Evaluation Criteria White papers will not be evaluated against each other since they are not submitted in accordance with a common work statement. The evaluation team will evaluate the white paper to determine its overall technical value and interest to the Government. Offerors that submitted white papers found to be of interest may be requested to submit formal technical and cost proposals by a specific date.
White papers will be evaluated against the following factors: Technical Approach, Capabilities and Relevant Experience, and the Rough Order of Magnitude. Technical Approach, Capabilities and Relevant Experience, and the Rough Order of Magnitude are all equal of importance.
(1) Technical Approach: The Government will evaluate the overall scientific and technical merits of the white paper and responsiveness to the topic (i.e., the degree of innovation, soundness of technical concept, Offeror's awareness of the state of the art and understanding of the scope of the problem and anticipated scientific impact within the field). The Government will consider the potential benefits of the effort to the FBI mission objectives and innovation potential. The Government will assess the feasibility of the project based on the anticipated program schedule/milestones and plan for managing the program, measuring and achieving goals, and reducing risks.
(2) Capabilities and Relevant Experience: The Government will evaluate the offeror’s research capabilities, including facilities and personnel, to demonstrate that the Offeror is able to safeguard controlled unclassified and classified (if applicable) information; the Offeror has proper facilities or related equipment (or identified Government furnished property) to support the effort; and the Offeror has knowledgeable and experience team to lead the effort. The Government will evaluate the Offeror’s experience performing projects supporting the proposed technology and the degree to which prior/current research efforts may be leveraged for the proposed solution.
(3) Rough Order of Magnitude: The ROM will be determined based on the sum of the total estimated direct labor costs, total estimated direct materials costs, total estimated subcontract costs, total estimated other direct costs, total estimated indirect costs and total estimated fee/profit.
VI. AWARD INFORMATION
Selection for award will be based on technical merit, importance to agency programs, and funding availability. The FBI Contracting Officer will notify offerors if their white paper was selected or not selected as part of Step 1. Notifications will state whether the entire white paper, or a portion of the white paper is being recommended for award as part of Step 1, resulting in moving to Step 2 submission of a formal proposal.
For each white paper selected as part of Step 1, the FBI Contracting Officer will contact the offeror with a request for formal proposal. The requires does not mean an award is assured, as availability of funds and successful negotiations are prerequisites for any award. DO NOT submit any proposal information until a request from an FBI Contracting Officer is received.
The FBI may make selections anytime during the BAA open period and up to six months following the closing date of this BAA for white papers submitted during the BAA open period.
Debriefings may be provided upon request.
