About this opportunity
Naval Sea Systems Command is procuring specialized Non-Destructive Testing inspection services for a 13-foot diameter multi-layer pressure vessel on a total small business set-aside and sole-source basis, with quotes due June 29, 2026 at 10:00 EST.
The vessel is located in Building 19, A-Bay of the Naval Surface Warfare Center, Carderock Division facility at 9500 MacArthur Boulevard, Bethesda, Maryland. The vessel's lower hemisphere exhibits corrosion in the outer layers but is externally inaccessible because it is encased in asphalt and rests on a concrete foundation. The Government seeks assessment of the inaccessible outer layer without vessel disassembly, interior entry, or removal from its foundation.
The contractor must employ guided wave phased array scanning and magnetostrictive B-scanning methodologies to deliver a technical approach plan, conduct on-site preliminary evaluation, perform full volumetric inspection of the inaccessible outer layer with documentation of any limiting factors, and deliver comprehensive data analysis and final reporting identifying corrosion, wall thinning, cracking, or other structural defects. The base requirement must be completed within 45 days of contract award. Two options are available: acoustic emission evaluation during pressurization testing and up to five additional days of guided wave NDT data collection.
NAICS code 541330 (Engineering Services) applies with a $25.5 million small business size standard. CMMC Level 1 certification is required. Award will be made on pass/fail technical criteria, past performance, and price reasonableness. Questions are due by June 25, 2026 at 12:00 EST. Quotes should be submitted to kylie.l.cox2.civ@us.navy.mil and priced FOB Destination with no separate shipping charges.
