Non-Competitive Procurement Justification Memo

This is a Non-Competitive Procurement Justification Memorandum for a sole-source acquisition under the Simplified Acquisition Threshold (SAT).

Procurement Overview: The Naval Sea Systems Command (NSWCCD), Code 653, is procuring Non-Destructive Testing (NDT) inspection services to assess the condition of a 13-foot diameter multi-layer pressure vessel located in Building 19 West Bethesda. The vessel's lower hemisphere is encased in asphalt and rests on a concrete foundation, making it externally inaccessible. The requirement is being awarded to GuidedWave Innovations Company, located at 450 Rolling Ridge Drive, Bellefonte, PA 16823, under the point of contact Cody Borigo.

Justification for Sole Source: The memorandum establishes that GuidedWave Innovations Company is the only responsible source capable of providing the required specialized NDT services. The company has developed proprietary guided wave technology and phased array (GWPA) scanning and magnetostrictive B-scanning methodologies specifically designed to overcome the challenges of inspecting multi-layered structures from limited access points. Market research identified several advanced NDT vendors; however, GuidedWave was the only firm able to propose a specific, viable technical approach using their proprietary technology. Other vendors either declined to bid or stated they could not provide reliable results under these conditions. The justification is supported by restrictive rights in proprietary processes and other reasons demonstrating the acquisition does not exceed the simplified acquisition threshold.
