About this opportunity

NASA Kennedy Space Center seeks a feasibility study of existing or currently planned contractor-owned Payload Processing Facilities (PPF) capable of processing spacecraft with nuclear material, with proposals due May 15 at 12:00 PM ET. The procurement is unrestricted and issued as a Request for Quotations under solicitation 80KSC026Q0004, combined synopsis/solicitation under FAR Subpart 12.6 for commercial services.

Place of performance is Kennedy Space Center, Florida. The facility must be located on or near Kennedy Space Center or Cape Canaveral Space Force Station, with capability to transport encapsulated spacecraft to launch pads per Idaho National Laboratory requirements, and must achieve Hazard Category 3 designation by January 1, 2028. The scope is limited to Light Weight Radioisotope Heater Unit (LWRHU) processing capability. All PPF infrastructure must be owned, developed, and operated by the contractor, not NASA.

The NAICS code is 541990 (All Other Professional, Scientific, and Technical Services) with a size standard of $19.5 million. PSC code is AR11 (Space R&D Services). Period of performance runs from May 22, 2026 to December 31, 2026. Offerors must provide proposed technical approach to meet the Statement of Work, proof of facility location with lease agreement or ownership documentation, and pricing for two items: the Nuclear Study per Statement of Work and a Technical Assistance Agreement with an international partner based on ESA/Airbus. Evaluation criteria include the contractor's proposed technical approach, proof of facility location and capability, and price. Amendment 1, posted May 11, clarifies that this study does not constitute procurement of an actual facility and does not guarantee future NASA use of any PPF.

Amendment 1 - Notice to Offerors – Purpose of this Study

The intent of this notification is to provide clarification on the request for quote.

To all Offerors, the Statement of Work (SOW) is not requesting, directing, or authorizing the design or construction of a Payload Processing Facility (PPF) for NASA. Therefore, the Government is not seeking to acquire architectural designs, engineering development, concept for a government-owned facility or acquiring a facility to process any nuclear mission. The sole purpose of this study is for NASA to gain insight into an existing or currently planned (completed by January 1, 2028) Contractor-owned PPF’s capability that could provide future use to NASA for nuclear missions. However, NASA emphasizes that participation in this study is not procuring a payload processing facility nor guaranteeing NASA will use the PPF for any mission.

Offerors are reminded to review the purchase order in its entirety, specifically, Clause 52.212-2 Evaluation - Commercial Products and Commercial Services (NOV 2025) (Deviation)
