About this file

This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by NASA Kennedy Space Center for a study of Processing and Production Facilities (PPFs) capable of handling spacecraft with nuclear material.

The solicitation (Number 80KSC026Q0004) is an unrestricted acquisition issued on May 1, 2026, with an offer due date of May 15, 2026 at 12:00 PM ET. The contract is administered by Kennedy Space Center's Office of Procurement, with Kathy L. Owen serving as the Contract Specialist for inquiries. The requirement is for Item 0001: a Study for PPF Facility for Nuclear Missions, valued as a firm fixed-price contract with a period of performance from May 22, 2026 to December 31, 2026. The primary objective is to conduct a study into built and potential PPFs that will be capable of processing spacecraft with nuclear material by January 1, 2028, as detailed in the attached Statement of Work. Payment will be processed through the NASA Shared Services Center (NSSC) in Stennis Space Center, Mississippi, with invoices submitted electronically via NSSC's Vendor Payment website. Evaluation criteria include the contractor's proposed technical approach to meet the Statement of Work, proof of facility location capable of supporting Kennedy Space Center/Cape Canaveral Space Force Station's nuclear material transport requirements per Idaho National Laboratory specifications, and provision of a lease agreement or proof of ownership. Offerors must also provide pricing for a Nuclear Study per the Statement of Work and a Technical Assistance Agreement (TAA) with an international partner based on ESA/Airbus. The contract incorporates standard FAR and NASA Federal Supplement (NFS) clauses, including restrictions on contracting with China or Chinese-owned companies, combating trafficking in persons, and contractor employee whistleblower protections.
