About this opportunity

The Federal Deposit Insurance Corporation is seeking sources for a single, two-phased Design-Build contract to repair and replace the Virginia Square courtyard and building envelope systems at the FDIC campus in Arlington, Virginia, with responses due by August 26, 2026 and award targeted for the first quarter of 2027. The procurement is not set-aside and carries an estimated value between $25 million and $100 million.

Work will address critical structural deterioration, water infiltration, and aging infrastructure affecting Buildings A, B, C, D, E, and the Student Residence Center on the VASQ campus at 3501 Fairfax Drive, Arlington, Virginia. The project encompasses four exterior areas: the main Fairfax Drive courtyard, Monroe Street breezeway, the east courtyard shared with George Mason University, and storefront entrances at Buildings A and B. Temporary shoring measures have been in place since April 2024 due to concrete and reinforcing steel corrosion from long-term water infiltration. The campus will remain open and operational throughout construction.

Phase 1 spans approximately 10 months and includes selective demolition, structural investigation, temporary stabilization, and design. Phase 2 spans approximately 16 months for remaining courtyard restoration. Total project duration is approximately 20 to 26 months. Required capabilities include design-build project delivery, experience with occupied federal facilities, civil and structural engineering, architectural design, plumbing and electrical systems, security and communications systems, waterproofing replacement, stormwater drainage, hardscape and landscaping restoration, site lighting, snow melt systems, and security access points. Subcontracting is permitted where in-house capability is not available.

This is a sources sought notice, not a request for proposals; submission does not commit the FDIC to award or subsequent solicitation. Respondents should submit a completed market research questionnaire, capabilities statement, and project information forms referencing Notice ID "SSN202608060855."
