About this file
This is a Sources Sought/Market Research Request for Information (RFI) for the VASQ Courtyard and Building Envelope Repair and Replacement project at the FDIC Virginia Square campus located at 3501 Fairfax Drive, Arlington, VA 22226. The project budget ranges between $25,000,000 and $100,000,000, with award targeted for the first quarter of CY2027. Interested companies should submit a completed market research questionnaire, capabilities statement, and project information form(s) using Notice ID "SSN202608060855" in the email subject line.
The project addresses critical structural deterioration, water infiltration, and aging infrastructure affecting Buildings A, B, C, D, E, and the Student Residence Center at the VASQ campus, which was developed in two phases (1989-1991 and 2003-2006). Temporary shoring measures have been in place since April 2024 due to concrete and reinforcing steel corrosion from long-term water infiltration. The work will restore structural integrity and waterproofing across four exterior areas: the main Fairfax Drive courtyard, Monroe Street breezeway, east courtyard shared with George Mason University, and storefront entrances at Buildings A and B. The phased approach includes Phase 1 (10 months, 303 days) covering selective demolition, structural investigation, temporary stabilization, and design, and Phase 2 (16 months, 520 days) completing remaining courtyard restoration. The total project duration is approximately 20 to 26 months. The campus will remain open and operational throughout construction. Required capabilities include design-build project delivery, experience with occupied federal facilities, civil engineering, structural engineering, architectural design, plumbing and electrical systems, security and communications systems, waterproofing replacement, stormwater drainage, hardscape and landscaping restoration, site lighting, snow melt systems, and security access points. Subcontracting is permitted where in-house capability is not available.

PROJECT OVERVIEW
Project Title: VASQ Courtyard and Building Envelope Repair and Replacement
Disclosure of magnitude: Between $25,000,000 and $100,000,000;
Building Name: FDIC Virginia Square (VASQ) Buildings A, B, C, D, and E
Building Address: 3501 Fairfax Drive, Arlington VA, 22226
Background:
The VASQ Campus was developed in two phases, beginning with A, B, and the Student Residence Center (SRC) in 1989-1991 and concluding with C, D, and E in 2003-2006. Several building systems are at the end of their useful life and require immediate attention. These systems include but are not limited to the garage waterproofing membrane, expansion joint systems, and site drainage systems, which are failing. Long-term water infiltration to areas below grade has led to concrete and reinforcing steel corrosion and deterioration. As a result, temporary shoring measures have been installed since April 2024 and are being actively monitored.
Temporary Shoring:
General Scope Summary:
The project will address four (4) exterior areas of the campus: 1) the main Fairfax Drive courtyard,
2) the Monroe Street breezeway, 3) the east courtyard shared with George Mason University, and 4) the storefront entrances at buildings A and B.
The project addresses critical structural deterioration, water infiltration, and aging infrastructure affecting the below-grade parking garage, courtyard, and associated building envelope systems serving Buildings A, B, C, D, E, and the Student Residence Center (SRC). The project will restore the long-term structural integrity, waterproofing performance, drainage systems, and site functionality while maintaining safe occupancy and continuous operation of the campus throughout construction. Successful completion of this project will mitigate ongoing structural deterioration and water infiltration, preserve the long-term service life of the facility, reduce future maintenance costs, and ensure the continued safe operation of one of FDIC’s primary office campuses.
Phase 1 includes selective demolition, excavation, structural investigation, engineering analysis, temporary stabilization, structural repair design, implementation of critical repairs, and development of complete construction documents for the entire campus courtyard restoration.
Phase 2 will complete the remaining courtyard restoration, including replacement of the waterproofing system, stormwater drainage infrastructure, sidewalks, hardscape, landscaping, snow melt systems, site lighting, security access points, and VASQ1 lobby storefronts, while performing any remaining structural repairs identified during the investigation. The contract phased approach allows the contractor to validate existing conditions, complete engineering analyses, and develop a comprehensive repair strategy prior to full construction implementation, reducing project risk, improving cost certainty, and minimizing disruption to ongoing FDIC operations.
The anticipated duration is approximately 20 to 26 months: 10 months for Phase 1 and 16 months for Phase 2, subject to contractor performance, funding availability, and final procurement strategy. Award is targeted for the first quarter of CY2027.
NOTE: The VASQ Campus will remain open and operational throughout the project.
Anticipated Schedule/Phasing:
Interested Companies should have Capabilities/Experience in the following (Preferably in-house to the maximum extent practicable; however, subcontracting is permitted):
Design-Build project delivery Experience working on an occupied and operational base/installation/campus Experience working on/with Federal leased/owned facilities Ability to obtain clearances for access to Government facilities Sitework: Civil Engineering, Drainage Systems, Masonry, Concrete, and Landscaping Architectural and Interior Design Structural Engineering Electrical Engineering Plumbing systems Security and Communications systems Structural repairs or replacement as identified through engineering analysis.
