About this opportunity

The Federal Deposit Insurance Corporation (FDIC) is procuring the File Management Categorization and Analysis Tool (FMCAT), a software solution designed to identify, categorize, and manage redundant, obsolete, and trivial (ROT) content across the agency's network shares to support its Content Information Management (CIM) initiative. The tool must provide comprehensive capabilities including records lifecycle management, legal hold detection, sensitive information identification, workflow creation, audit trails, and secure file disposal across approximately 330TB of unstructured and semi-structured data. The FDIC will award the contract using a best value approach, with technical factors—including Technical Approach, Management Approach, Oral Presentation, and Past Performance—weighted more heavily than price. Key deadlines include a question submission deadline of September 24, 2025 at Noon EST (now closed), with proposals due October 13, 2025 at 11:59 PM EST following Amendment 0001 extension. The solicitation number is CORHQ-25-R-0409, classified under NAICS code 513210 (Software Publishers) with a small business size standard of 1,000 employees.

This procurement involves no set-aside designations and includes no identified incumbent contractors. The contract encompasses a 12-month base period with performance estimated from December 15, 2025 to December 14, 2026, plus a 4-month option period potentially extending through December 14, 2027, with a pricing structure featuring firm-fixed price software licensing (maximum 100TB) and labor hour components for planning, configuration, training, and repository migration. The pricing schedule requires offerors to utilize the provided Excel workbook for submission, with specific labor hour allocations including 200 hours for planning and installation, 400 hours for configuration and training, and 200 hours for repository migration during the base period. Performance will take place at the FDIC's location in Arlington, VA 22226, with primary remote deployment and on-site support for installation and configuration. All proposals must include five volumes (Mission Capability, Past Performance, Pricing, Additional Information, and Binding Commitments), a completed Pre-Award Supply Chain Risk Management (SCRM) template, and compliance with specific personnel citizenship requirements for high-risk roles.
