About this opportunity

The Federal Bureau of Prisons (FBOP) Federal Detention Center SeaTac is soliciting bids for the removal and disposal of four existing Lochinvar Copper-Fin II water heaters and the complete installation of four replacement units of the same model equipped with the latest SMART SYSTEM control platform. The successful contractor must provide all necessary materials, equipment, and skilled labor to complete the project in compliance with current industry standards and applicable codes including the International Building Code, National Plumbing Code, National Electrical Code, NFPA, and OSHA standards. Key requirements include that all new units achieve a minimum of 85% thermal efficiency, be installed by a Lochinvar Factory-Authorized Service Provider, and include proper venting, gas and water connections, flow switches, and temperature and pressure relief valves according to detailed specifications. The government will award to a single responsible quoter using a Lowest Priced, Technically Acceptable (LPTA) evaluation methodology, meaning the lowest-priced quote that meets all technical specifications will be selected. Quotes must be submitted in PDF format by email to Elizabeth Kramer, Contracting Officer, at ekramer@bop.gov no later than March 31, 2026, with quotes remaining valid for 30 calendar days after the submission deadline.

This is a non-set-aside solicitation with no incumbent contractor identified in the available documentation. The contract contains no stated budget range or award value. The project encompasses four water heater units and requires completion within a 90-calendar-day period of performance, which includes seven days for security clearance processing, 28 days for lead time and mobilization, 28 days for scope of work execution, seven days for inspections, seven days for demobilization, and seven days as contingency. All work will be performed at the Federal Detention Center SeaTac located at 2425 S. 200th Street, SeaTac, Washington 98198. Prospective bidders are invited to request an on-site tour of the existing water heater system on Wednesday, March 25, 2026, by submitting a request to SET-Facilities@bop.gov by 12:00 p.m. on Monday, March 23, 2026; all interested parties must complete an NCIC background check and security clearance prior to entering the facility to perform work.
