About this opportunity
The Department of Justice Bureau of Prisons Federal Detention Center Miami seeks quotations for subsistence, religious diet, meat, and dairy products for its 1st Quarter FY27 requirements, with quotations due November 3, 2026 at 12:30 p.m. Eastern Standard Time. The procurement is a Total Small Business set-aside issued as a combined synopsis/solicitation under FAR Part 12 for commercial products, and no separate written solicitation will follow.
Place of performance is Miami, FL 33132. Delivery is FOB destination to FDC Miami at 33 NE 4th Street, within 21 calendar days after receipt of order, Monday through Friday, 08:00-12:30, palletized unless prior arrangements are made with warehouse staff. The RFQ covers 59 line items, including Kosher-certified and Halal-certified meals, individually packaged items such as tuna pouches, cereals, and coffee, and fresh milk in half-pint containers. All products must comply with 21 CFR, the FDA Food Safety Rule, and BOP National Menu Specifications, with perishable foods held at 34-40F and frozen foods at 0F or below. Each certified religious diet item must be individually marked with its kosher or halal certification symbol. Products are subject to conditional acceptance for five business days, longer for meat items, for inspection and testing.
Evaluation uses two criteria: price fairness and reasonableness, and past performance, including timeliness of deliveries and order accuracy and completeness. The government anticipates multiple awards based on per-line-item pricing. Awards above the $15,000 micro-purchase threshold issue as firm-fixed-price purchase orders, and awards below that threshold issue as government purchase card transactions from the local food services department. Quotations remain valid for a minimum of 30 calendar days after close and are submitted by email to Ricky Richards (rrichards@bop.gov) or Tasha Norteus (tnorteus@bop.gov). Questions are addressed by reviewing the complete solicitation document, as answers will not be provided separately. The NAICS code is 311999, and the PSC is 8945.
