About this opportunity

The Food and Drug Administration's Office of Acquisition and Grant Services is seeking to procure comprehensive relocation services for federal employees relocating in connection with their federal employment. This Sources Sought notification is designed to gauge market availability and identify contractors capable of meeting the FDA's unique relocation requirements, which encompass financial, logistical, and federal compliance considerations. Key requirements include end-to-end case management, household goods shipping, travel and transportation coordination, temporary lodging arrangements, and international relocation support, all subject to strict Federal Travel Regulation compliance. Critical performance objectives include 99% initial contact within one business day, web-based case tracking functionality, 24/7 emergency support availability, comprehensive reporting capabilities, and strict security protocols for handling sensitive employee information. The FDA prefers a Firm Fixed Price contract type but is open to alternatives such as Cost, Cost Plus, or Time-and-Materials arrangements if properly justified. Capability statements must be submitted electronically to the Primary Point of Contact by February 2, 2026, with the submission subject line formatted as "FDA Relocation Services - [Company Name]." Submissions received after the close date will not be accepted.

The procurement carries no set-aside designations and represents a five-year base contract with four option years commencing September 30, 2026. The FDA anticipates an annual relocation volume of 200 to 300 cases nationwide and internationally, with 12 currently active international relocations and 110 total active cases. The agency has recently received OMB approval to hire over 1,100 new employees, creating an immediate and sustained need for robust relocation management services. While no specific contract value is disclosed in the pre-solicitation notice, the scale of operations—ranging from 200 to 300 annual relocations over a five-year period—indicates a substantial procurement. Contractors must demonstrate their approach to pricing structure, whether through a proposed FFP model or an alternative contract type with comprehensive financial justification. This Sources Sought notice does not guarantee contract award but serves to identify qualified vendors capable of meeting the FDA's comprehensive relocation management requirements.

Notice text

The purpose of this Sources Sought notification is to check the market for its level of availability for relocation services (specifically for the movement of federal employees who are relocating in connection with their federal employment). The relocation of federal employees has unique requirements (i.e. financial, logistical, and federal, etc.), and the FDA is searching for any and all contractors that believe they can meet our need. Please see the attached requirements document for more details regarding these unique requirements.

In your capability statement, please describe/explain/provide a narrative of how you are able to meet the requirements of each required task.

The FDA also has a preference to make any potential contract that comes from this Sources Sought notification Firm Fixed Price (FFP), if possible. Please note that a contract is not guaranteed, however.

Please include with your capability statement an explanation of how you would approach making this FFP. Please include your hypothetical FFP pricing structure/scheme, along with a description/explanation/narrative of your FFP pricing plan and how it would lead to a hypothetical proposed FFP.

If it is not possible to make this FFP, the FDA is open to other suggestions for contract types (i.e., Cost, Time-and-Materials, etc.). Please identify the contract type you're suggesting and provide a description/explanation/narrative of: (1) why it was chosen and (2) how it makes more sense than FFP. Please also demonstrate how it would lead to a hypothetical proposed price.

Any capability statements/submissions for this notification must be received before the close date. Nothing received after the close date will be accepted. Only electronic submissions will be accepted. Please send your capability statement/submission to the Primary Point of Contact listed in this this notification and also use FDA Relocation Services - *Your Company Name* in the subject line of your email.
